My first recollection of Sheikh Mujibur Rahman is imbedded in my mind, as it was also my first brush with the law. It was in January 1969, a month after I had appeared for my class 11 School Board examination, that my political 'mentor' decided that we must join a protest outside the Pakistani High Commissioner's office to demand the release of Sheikh saheb from jail. Who? Sashanka Sekhar Ray explained the Agartala Conspiracy Case and how the Pak government had put Sheik Mujib behind bars for two long years.

গত বছর ইউনেস্কো, অর্থাৎ রাষ্ট্রপুঞ্জের শিক্ষা, বিজ্ঞান ও সংস্কৃতি সংস্থা, কলকাতার দুর্গাপুজোকে বিশাল সম্মানে ভূষিত করেছে। আমাদের শারদীয় উৎসব হল একটি ‘ইনট্যানজিবল কালচারাল হেরিটেজ অব হিউম্যানিটি’, মানে মানবজাতির এক বিশিষ্ট সাংস্কৃতিক ঐতিহ্য। এই প্রথম বার কলকাতার কোনও সাংস্কৃতিক ঐতিহ্য এত বড় বিশ্বব্যাপী সম্মান পেয়েছে, অতএব মহানগরীর উৎফুল্ল হওয়ার যথেষ্ট কারণ আছে। ‘কিন্তু এতে রাজ্য সরকার এত উল্লসিত কেন, প্রস্তাবটি তো তৈরি করেছিলেন দক্ষ বিশেষজ্ঞরা?’— যাঁরা এই ধরনের হিংসুটে প্রশ্ন তুলছেন, তাঁরা জানেন না যে এর আগে কোনও রাজ্য সরকার এই সব বিষয়ে কোনও উৎসাহই দেখাত না। তাই শান্তিনিকেতনকেও বিশ্বসম্মান দেওয়া কষ্টকর হয়ে উঠেছিল। আমাদের ছৌ নৃত্য যখন ২০১০-এ ইউনেস্কোর স্বীকৃতি পেয়েছিল তখন কেউ জানতেই পারেনি, কেননা রাজ্যে কোনও প্রচারই হয়নি। ছৌ নিয়ে কিন্তু ওড়িশা ও ঝাড়খণ্ড মেতে উঠেছিল।

কলকাতা মহানগরীর সঠিক এবং প্রাণবন্ত কেন্দ্রবিন্দু বলতে আমরা সাধারণত ধর্মতলা ও চৌরঙ্গীর সংযোগস্থলকেই মনে করি। দীর্ঘ উত্তর -দক্ষিণ সড়ক কে অনেক নামে চিনি — চিৎপুর, বেন্টিঙ্ক, চৌরঙ্গী বা জওহর লাল নেহেরু রোড, আশুতোষ মুখার্জি ও শ্যামাপ্রসাদের নামের রাস্তা, তারপর দেশপ্রাণ শাসমল রোড। আবার পশ্চিমে গঙ্গার দিক থেকে পূর্বে যাওয়া রাজপথকে আমরা বরাবরই ধর্মতলা বলেই ডেকেছি, যদিও পুরপিতারা অনেক দিন আগেই এর নাম বদলেছেন লেনিনের সম্মানে। দৈনন্দিন ব্যস্ততার মাঝে আমরা কিন্তু একবারও প্রশ্ন করিনা আড়াইশ বছর পুরানো এই দুই প্রধান সড়ক কাদের ইতিহাস বহন করে চলেছে। ধর্মতলা কোন ধর্মের নামে? আর ওই চৌরঙ্গীর মানে কি?

যাঁরা ১৯৭১এর ঐতিহাসিক ঘটনাগুলির ক্রমবিকাশ, বিবর্তন ও বাংলাদেশের জন্মের অধ্যায় চোখের সামনে দেখেছেন তাঁদের অনুভূতি, আর যাঁরা পরবর্তী কালে ওই সব গল্পের কথা শুনেছেন বা পড়েছেন কখনই এক হতে পারে না। সেই গভীর আবেগ যার সাথে জড়িয়ে ছিল রাগ, ক্ষোভ, উত্তেজনা, আশা, স্বপ্ন আর এক অদ্ভুত বুকফাটা গর্ব-- আর কোনো দিন বাঙালি জাতি ঠিক ওই ভাবে ওই উল্লাস উপলব্ধি করতে পারবে কি না সন্দেহ। আজ পঞ্চাশ বছর পরেও আমরা যতই বিশ্লেষণ করিনা কেন এর সদুত্তর পাওয়া সত্যিই দুষ্কর।

পশ্চিমবঙ্গের ২০২১ সালের নির্বাচনের ঐতিহাসিক ফলাফল দেখে আমাদের অনেকের বিশ্বাস হল যে, বাঙালির এখনও লড়ার ক্ষমতা আছে। রাজ্যের নির্বাচকরা ভারতের ইতিহাসের সবচেয়ে আক্রমণাত্মক প্রধানমন্ত্রীকে বুঝিয়ে দিলেন, তাঁদের কাছে ওঁর ‘ডবল ইঞ্জিন’ উন্নয়নের টোপের থেকে আত্মসম্মান ও বহুত্বের মূল্য অনেক বেশি। এ রাজ্যে ভোটের আগে প্রধানমন্ত্রীর কুড়িটি সফর ও কাঁড়ি কাঁড়ি জনসভার পরেও তাঁর ম্যাজিকে কাজ হল না কেন, তা উপলব্ধি না করেই তাঁর দল বাঙালিদের তথাকথিত উগ্র আঞ্চলিকতাকে দোষ দিল।

রাজ্যের সদ্য অবসর নেওয়া মুখ্যসচিব আলাপন বন্দ্যোপাধ্যায়কে ‘শো-কজ়’ (কারণ দর্শানোর) নোটিস পাঠিয়েছে কেন্দ্র। তাতে সই কেন্দ্রীয় স্বরাষ্ট্র মন্ত্রকের আন্ডার সেক্রেটারির। কিন্তু বলতেই হচ্ছে, ওই চিঠির খসড়া যথেষ্ট ‘দুর্বল’। ২০০৫ সালের বিপর্যয় মোকাবিলা আইনের ৫১ নম্বর ধারায় তা পাঠানো হয়েছে। তারিখ ৩১মে, যাতে বোঝা যায় যে, আলাপনের অবসরের আগেই তা তাঁকে পাঠানো হয়েছিল।

One is taken aback by the ease with which the spectacular verdict delivered by voters in West Bengal has been superseded by headlines about the political violence that broke out thereafter. It is most unfortunate that clashes, injuries and deaths have taken place and one can only bemoan the fact that this tragic tradition has remained intertwined with elections in the state for half a century, if not more. No major party is free from blame and the newly-invigorated state BJP promises to be more than adept in this domain.

This left-liberal group decided to swing in Mamata Banerjee's favour this time and its numbers surely helped supersede the negative anti-incumbency votes.

It is quite uncanny that the birth centenary of Satyajit Ray, 2 May, 2021, also happens to be the very day on which the results of the bitterest and longest drawn elections in Bengal’s history are being revealed. When one comes to think of it, this coincidence is as poetic as the legendary filmmaker's cinema, because Bengal's politics has always been inextricably linked to its cinema.

One has never seen people in other states and cities of India so genuinely bothered about elections in Bengal. Many are actually petrified that nothing can hold back the BJP if the quintessentially secular bastion of Bengal capitulates.

ভারতের অন্য লোকেরা বলে বাঙালি ভোট নিয়ে বেশি বাড়াবাড়ি করে আর রাজনীতিতে এতই ব্যস্ত থাকে যে, অর্থনীতির জন্যে কোনও সময়ই নেই। এ কথাটি অনস্বীকার্য যে, রাজনীতি আমাদের মধ্যে অনেকখানি মজ্জাগত। এবং তার সঙ্গে সঙ্গেই মনে রাখতে হবে যে, স্বাধীনতা সংগ্রামে বাঙালির দেশপ্রেম, উৎসাহ, সাহস ও বলিদান সত্যিই অতুলনীয়।

It is a pity that after managing to control the rates of infection, recovery and mortality from the coronavirus reasonably better than five other comparable metropolises, Calcutta now appears determined to tease its fate during Durga Puja. When the coronavirus appeared in tiny numbers, knee-jerk, unplanned, nationwide lockdowns were clamped down with a lot of drama, with politics and image-building taking precedence. The social media was inundated with hate-filled messages targeting West Bengal’s special incompetence in combating the pandemic, ignoring the fact that most other states were floundering as well.

I have no love lost for any of the four major political parties that I have interacted with in Bengal in the last half-century. I joined the Indian Administrative Service in 1975 during the Emergency, and I have seen at close quarters how democracy was trampled by the Congress in Bengal – with the Maintenance of Internal Security Act, arbitrary arrests and detentions by the police and widespread clampdown on free speech and political rights.

At a time when all attention is on the elections, this topic could be discussed later, but by then, it may be too late. Fresh bamboo poles are being put up on pavements every day in some locality or the other, to test the ground for new stalls to come up — precisely because most policemen are busy with elections, meetings and processions. Sensible people in Kolkata have long given up all dreams of seeing a ‘London’ and tiny Chinese lights glittering at night simply cannot hide the ever expanding shanties and squalor that symbolise the city. Street vendors, as hawkers are called in legal language, have been encroaching every possible public space at such an alarming rate that there is either a master plan to slum-ify the city or there is a dangerous conspiracy of silence. What is important for us to realise is that once the new law is in position in the near future, it will be impossible to remove street vendors ever again.

হয়তো সত্যিই এই আইন পুলিশি জুলুম থেকে হকারদের বাঁচাতে পারবে। কিন্তু স্থানীয় তোলাবাজদের হাত থেকে তাঁদের রক্ষা করবে কে? এই আইনের ৪ নম্বর ধারা অনুয়ায়ী লাইসেন্স বিলি করা, এবং ৫ নম্বর ধারা অনুযায়ী লাইসেন্স নবীকরণ ও উত্তরাধিকার নিশ্চিতকরণ— এই সবের আগে এখনও ভেবে দেখার সময় আছে। ঠান্ডা মাথায় ভাল করে ভেবে নিয়ে, ফুটপাত আর সংলগ্ন রাস্তার প্রতিটি ইঞ্চি চিরতরে বেহাত হয়ে যাওয়ার আগে, অঞ্চল ধরে ধরে ঠিক করা দরকার যে, ‘হকার অঞ্চল’ ঠিক কোথায় কোথায় তৈরি হওয়া উচিত। আমরা জানি যে, বাস্তবিক হকারদের ছাড়া আমাদের রোজকার জীবন অচল।
