The government’s concern at the circulation of patently false news items is quite understandable as there is a noticeable rise in the visibility of such items circulating on the social media. In fact, 2023 is the tenth year since this new weapon was added to the arsenal of India’s major political parties. These items stir up emotions, for or against the regime, and whip up rage at perceived attacks and insults on one’s religion. There are clear reasons to assume that several hordes of people or teams must be working overtime to disseminate them in order to raise the temperature in people’s minds with these distortions of the truth.
It has surely been quite a different Republic Day this time, and its unfortunate events will not fade as easily as the details of more spectacular performances on Rajpath. Not only because of the unexpected action that took place way beyond the agreed venues. But with the internet down, or certainly not at its best, and real-time coverage tapering off, one is not certain what exactly happened in Delhi from 2 pm onward.
Eyes popped open when the Chief Justice of India (CJI) pulled up the government twice, on October 8 and November 17, for its faulty affidavits in the Tablighi Jamaat case. The court was visibly annoyed that the government was not responding clearly about its steps to control communally provocative media. Television viewers saw how viciously the Tablighi’s congregation in Nizamuddin in March was held responsible for spreading the coronavirus everywhere.
Enough is enough — says Bollywood and many others who are sick and tired of toxic trial by media and daily abuses hurled on tabloid television. Terms like “dirt”, “filth”, “scum”, “druggies”, “cocaine and LSD drenched” and “the dirtiest industry in the country” have been freely used by some obviously-interested channels in the past few weeks, that went on lynching the reputation of film personalities with just wisps of their ‘evidence’.
The claim that some television channels were caught red-handed bribing households to raise their television rating points (TRP) was met with howls of approval from the rest of the media and an exasperated public and, of course, equally cacophonous protests from those accused of manipulation. Interestingly, almost the entire TV news industry appears to have united as never before against this reported malpractice. In this bedlam, major issues are, however, getting mixed up and while scores are being settled, the unprecedented nationwide interest, alarm and angst should call for some positive course-correction.
No, I am neither going to attack nor defend Rhea Chakraborty or Kangana Ranaut. The very fact that they are hogging prime time is repugnant to those who look forward to news for information. For entertainment, there are endless frothy soap operas and many love to see merciless boxing and wrestling matches as proxies for their suppressed rage. But when news television subsumes these genres, it cheats and misleads a nation.
A foreign broadcaster wanted to know what I felt, as the former head of Prasar Bharati, about Doordarshan preparing to telecast live the proceedings of the groundbreaking ceremony for a Ram mandir at Ayodhya. I replied evasively as I was schooled in service, but this issue of a supposedly neutral and secular public broadcaster covering an event glorifying one religion is quite touchy.
It is more than just interesting that Narendra Modi’s government has decided to telecast the two great epics of India once again after three long decades, just when it was assured a mammoth captive locked in audience. Let us delve a little deeper into the connection between these two record-breaking serials of Doordarshan and the rise of communal politics in India. This will also help those who are still struggling to understand how the Modi comet appeared in 2014 and completely blazed out all traces of 67 long years of secularism practised by the Indian republic, sometimes quite sincerely and rather patchily in others.
Never before in the history of television in India have we come across a television channel that operates as a full-fledged one but claims that it is not a TV channel. It appears on well-known direct-to-home TV platforms like Tata Sky, Airtel and DishTV, but resorts to as much subterfuge as possible to obfuscate its real character — as it has not come in through the normal licensing route.
The recent public fight between A Surya Prakash, Chairman of Prasar Bharati and Smriti Irani, the minister for Information and Broadcasting reveals that even when both swear allegiance to the same BJP and its parent, the RSS, their interests and differences can be deadly. It rudely belies the fond hope of the ruling establishment that peace and harmony would reign once a ‘dissident’ CEO was smoked out before the end of his protected tenure. From the self goals made by both sides emerges an interesting case study of how the Indian state functions after the biggest historical electoral mandate brought Modi to the Centre.
Exactly 20 years ago, when Inder Kumar Gujral, then prime minister, set free the two arms of the State-controlled media, All India Radio and Doordarshan, he had sincerely hoped to insulate them from government control. He knew radio and television as he had been India's information minister 22 years earlier till he was evicted by Indira Gandhi. In this interval, every political party had sworn to liberate the two State media but they reneged once they captured power.
While episodic outbursts when the public broadcaster commits some sin of omission or commission are natural, they usually peter away after some self-righteous indignation. Such transient interest can hardly achieve anything beyond a few column centimetres, as we need to look at what heavy chains bind Prasar Bharati before calling it a poodle.
It was sad to see Prasar Bharati getting into an avoidable controversy and, as its former CEO, I was asked endlessly: was it legitimate and proper to ‘censor’ the pre-recorded Independence Day speech of the chief minister of Tripura, Manik Sarkar? Legitimacy and propriety are two distinct issues, but let us first look at the legal aspect.
If someone is serious about Doordarshan, it has to decide once for all whether it has to maintain some 50 mini-TV stations to produce just six hours of programming in an entire week.
Every major nation in the world has a public broadcaster and there must be some reason why they do. Before we can discuss the shortcomings of Prasar Bharati, the autonomous body that supervises Doordarshan (DD) and All India Radio (AIR), we may recall that even as its Act was passed by Parliament in 1990, its spirit of autonomy was vitiated by two sections, 32 and 33, which took away with the left hand what the right gave. They ensured that all its major decisions like manpower, recruitment, service conditions, salaries and critical issues would be decided only by the Ministry of Information & Broadcasting (I&B).
Prasar Bharati came into being on 28 th November 1997 after Prasar Bharati Act of 1990 was finally implemented by the Government and the Directorates of All India Radio (Akashvani) and Doordarshan were separated from Ministry of Information & Broadcasting and placed under an ‘autonomous body’. It was a momentous decision that came some seven years after Parliament had taken pains to conceive of a Public Service Broadcaster, whose character was eloquently worded in the Statement of Objects and Reasons.
