নরেন্দ্র মোদী তাঁর তাঁর কৃষি আইন বাতিল করার সিদ্ধান্ত নেওয়ায় বহ কৃষক ও সাধারণ মানুষ উল্লসিত হয়েছেন। কিন্তু দল ও মিডিয়ার মধ্যে মোদীর অনুরাগীরা বেশ অস্বস্তিতে পড়েছেন। বিগত এক বছর ধরে তাঁরা কৃষি আইনের পক্ষ নিয়ে সোচ্চার হয়ে ক্রমাগত কৃষকদের খালিস্তানি, রাষ্ট্রবিরোধী ও সন্ত্রাসবাদী আখ্যা দিয়ে এসেছেন।

Sorry to be a spoilsport amidst the widespread celebration at Prime Minister Narendra Modi’s promise to repeal the controversial farm laws and his ‘apology’ to agitating farmers.

It is usually believed that Narendra Modi’s surgical attack on the economy that he declared through the demonetisation of thousand rupee and five hundred rupee notes, exactly five years ago, was a disaster. Well, it surely devastated a large section of the economy but that does not really mean that Modi failed in what he wanted to achieve. Modi is too complicated to lend himself to a simple black and white analysis as much of what he says and does has several interpretations and objectives. An opportunist par excellence, he turns whatever he can, including his mistakes, to his own advantage.

গত 15 সেপ্টেম্বরে নরেন্দ্র মোদীর সরকার হঠাৎ একটি ‘Bad Bank’ ঘোষণা করল আর মন্ত্রিসভা একইসঙ্গে এই অদ্ভুত ব্যাঙ্কের খাতে বিপুল 30,600 কোটি টাকার সরকারি গ্যারান্টি অনুমোদন করল। এই ব্যাঙ্কের আসল নাম National Asset Reconstruction Company Limited, সংক্ষেপে এনএআরসিএল। বাংলায় তর্জমা করলে যার অর্থ হয় জাতীয় সম্পদ পুনর্গঠন সংস্থা।

অনেকেই বোধহয় নরেন্দ্র মোদীর ‘Bad Bank’ নামক নূতন এক ফন্দির কথা শোনেন নি। এই ব্যাংকের ভাল নাম অবশ্য বেশ গালভরা National Asset Reconstruction Company Ltd, বা এন এ আর সি এল যার মানে জাতীয় সম্পদ পুনর্গঠন কোম্পানি। মোদীর মন্ত্রিসভা গত ১৫ সেপ্টেম্বরে এর অনুমোদন দিয়েছে। এই সংস্থাকে অর্থনীতিবিদরা bad বলার কারণ এর কাজ হল সব রাষ্ট্রায়ত্ত ব্যাংকের যত bad বা অনাদেয় ঋণ এটির ঘাড়ে চাপান হবে। এই ব্যাংকটি অনেকখানি নীলকণ্ঠের মতন হয়ে উঠবে।

চলতি বছরের বাজেট অধিবেশনে নরেন্দ্র মোদী সরকার  ঘোষণা করল যে ২০২১-২২-এ বিলগ্নীকরণ মারফত ১.৭৫ লাখ কোটি টাকা জোগাড় করবে। যে সব জাতীয় সম্পদের উপর থেকে সরকারী নিয়ন্ত্রণ তুলে মোদী  সংস্থা বিক্রি করতে চলেছেন তার মধ্যে আছে আই ডি বি আই  ব্যাংক,  ভারত পেট্রোলিয়ম, শিপিং কর্পোরেশন এবং এয়ার ইন্ডিয়ার মত বৃহৎ কোম্পানি। বলা বাহুল্য এর একটিও অবশ্য তাঁর তৈরি নয় কিন্তু কোন অধিকারে তিনি এগুলি বেচতে চলেছেন এই সব মৌলিক প্রশ্ন বা বিতর্ক তুলে সময় নষ্ট না করাই ভালো।

বিগত সংসদের অধিবেশন পূর্বঘোষিত সমাপ্তির আগেই মুলতুবি করে সরকার যেন হাঁপ ছেড়ে বাঁচল। এই চার সপ্তাহে বোঝা গেল, এই সরকার অসহিষ্ণুতা ছাড়া আর কোনও আচরণই বোঝে না। নরেন্দ্র মোদী যতই জনসমর্থন হারাচ্ছেন, ততই তাঁর অসহিষ্ণু স্বরূপ দেখাচ্ছেন। সদ্য প্রকাশিত একটি সমীক্ষার ফল অনুযায়ী, তাঁর জনপ্রিয়তা গত এক বছরে ৬৬ শতাংশ থেকে এক ধাপে পড়ে গিয়েছে ২৪ শতাংশে।

Narendra Modi is surely passing through his worst patch ever as prime minister, but then, there is no reason to view this seven years’ ‘itch’ of the people as the beginning of his end. Narendra Modi has surely lost his cool after 48% of the voters of Bengal rejected him quite decisively in the recent state elections by sinking their fierce political differences. Then followed the first real thrashing from all sections that Modi received in his seven years as prime minister for his disastrous handling of the Covid-19 pandemic.

I had the unique opportunity to observe from within the functioning of the Narendra Modi administration for over two years, as head of the national public broadcaster. I resigned before my term, when I could take it no more. It has surely been quite a different Republic Day this time, and its unfortunate events will not fade as easily as the details of more spectacular performances on Rajpath. Not only because of the unexpected action that took place way beyond the agreed venues. But with the internet down, or certainly not at its best, and real-time coverage tapering off, one is not certain what exactly happened in Delhi from 2 pm onward.

There is nothing really amiss if a singer insists on bringing his own musicians, as they understand him rather well. The administration of this vast, complex country requires real professional skills and not just agreeability or the carrying out of commands.

এই স্বাধীনতা দিবসেও আমরা নিশ্চয় দিল্লির লালকেল্লা থেকে প্রচুর ছাতি ফোলানো গর্বের কথা শুনব আর জাতিপ্রেমের ফোয়ারার আবেগে নিজেদের ভাসিয়ে দেওয়ার বাণীও পাব। কিন্তু যখন ভারতের বর্তমান প্রধানমন্ত্রী স্বাধীনতা সংগ্রামের অমর শহিদদের স্মরণ করবেন, তিনি কি এই ইতিহাসের সম্পূর্ণ সত্য ঘটনাগুলি বলবেন? তিনি ভুলেও আমাদের বলবেন না যে, তাঁর দলের নিয়ন্ত্রণকারী ও প্রেরণাদায়ক সংগঠন ওই সংগ্রামে অংশগ্রহণ তো করেনি বটেই, উপরন্তু কয়েক স্থানে বাধাও দিয়েছে? রাষ্ট্রীয় স্বয়ংসেবক সঙ্ঘ বা আরএসএস-এর ভূমিকা বুঝতে গেলে তার দ্বিতীয় সরসঙ্ঘ-চালক এম এস গোলওয়ালকরের প্রবন্ধ ‘এক বীর্যবান জাতীয়তার দিকে’ পড়তে হবে। সেখানে তিনি স্পষ্ট ভাষায় বলেছেন, ইংরেজ রাজশক্তির বিরুদ্ধে সরাসরি আন্দোলন করাকে তাঁরা জাতীয়তাবাদ বলে মনে করেন না।

অনেকেই মনে করেন দিল্লীর সদ্য সমাপ্ত সাম্প্রদায়িক দাঙ্গা যাতে পঞ্চাশ জনের মৃত্যু হয়েছে এই সরকারের চরম অকৃতকার্যতার এক নিদর্শন। কিন্তু এই ধারণা বোধহয় ঠিক নয়। এটা আসলে তাদের সুচিন্তিত পরিকল্পনার জয় এবং বিশেষজ্ঞরা চেষ্টা করছে বুঝতে শাসক দল আমাদের কি বার্তা পৌঁছতে চেয়েছে এই দুর্ভাগ্যজনক ঘটনার মাধ্যম। নরেন্দ্র মোদী এবং অমিত শাহ সর্বপ্রথম আমাদের স্পষ্ট করে দেখিয়েছেন যে তাঁরা ভারতের মুসলমানদের কি ভাবে নির্বিকারে পুলিশের সামনেই সাফ করে দিতে পারেন। কেউ তাদের রুখতে পারবে না।
